Ashland County Planning Department:

The Ashland County Planning Department is under the authority of the Ashland County Commissioners, and is the office responsible for reviewing and approving all lot splits of less than 5 acres in the unincorporated parts of Ashland County. The set of rules we follow to do this is known as the Subdivision Regulations of Ashland County (Contents). These rules were originally adopted by the Ashland County Commissioners in 1995.

The lot split process begins when a property owner has a lot surveyed by a licensed surveyor. The survey and sketch is then submitted together with an application form that has been signed by the local zoning inspector and after a review fee has been paid to the Ashland County-City Department of Health, it is sent to our office. We review the survey to make sure that local requirements have been met.

After we review the survey, the survey is taken to the Ashland County Tax Map Office so that they can review the survey. The Tax Map Office makes sure it is accurate and complete. We then take the survey to the Ashland County-City Department of Health so that they can supply their comments. After the Health Department has completed their section, we generally approve the survey and notify the applicant that it is ready to be picked up. Assuming there are no problems with the survey, this process is supposed to be completed within 7 working days.

In addition to approving applications for lot splits, we serve as the Ashland County Prevailing Wage Coordinator. We also serve as administrators of the County's Community Development Block Grant Program (CDBG). This Program helps distribute money to local communities and non-profit organizations to upgrade their facilities and help improve local roads and public facilities. Our office is also the designated local agency to provide fair housing, census and Federal Flood Insurance Program informaiton and assistance to Ashland County residents. Ashland County's Community Housing Improvement Program (CHIP) is located in our office as well. Finally, we work with local townships and villages in helping them adopt and administer their zoning regulations and maps.
