Captain Terry A. Hamilton

Terry Hamilton joined the Ashland County Sheriff’s Office in 1980 as a Special Deputy, in 1982 he was placed as a Commander of the Special Deputy Division which he was in charge of for the next 18 years.

Terry was hired full time in 1989 as a Corrections Officer, and soon after was placed as a patrol officer where he went through the ranks to Lieutenant and shift supervisor. In 2003 he assumed the position of Civil Officer. He was promoted to Captain in 2007.

Capt.. Hamilton was elected Ashland Counties first Deputy of the year in 1993 by his work peers, and was later elected as Officer of the year for 2000, 2002 and again for 2006.

Capt. Hamilton is married to Deputy Angie Hamilton, the Ashland County D.A.R.E. Officer.

His hobbies include attending car races and baseball and softball games, fishing and golfing.

The Civil Office is the financial hub of the Sheriff's Office, being responsible for all money coming into the office both from paper processing fees and Sheriff's sales. Capt.. Terry Hamilton supervises this Division, his three assistants are Jane Foster, Randi Nogosek and Frani Case. The Civil Office responsibilities are varied and include:

  • Providing administrative support to Sheriff Risner in the area of correspondence and budgeting. Also performs additional duties and assignments as requested.
  • Payroll/Personnel. This office prepares the payroll for Deputies, Special Deputies, and Rotary. All personnel records including vacation, sick leave, and personal day records are maintained. There are ninety-six full and part-time employees.
  • Court Documents. The Civil Office prepares Court and other related documents for Deputies, including Warrants. The Paper process is then invoiced to the appropriate agencies or individuals for service costs and accrued fees and Foreign Summons dockets are documented. In the year 2006, there were 2,715 papers served with 130 of them being Bench Warrants.
  • Property Executions, Sheriff Sales, and Personal. The Civil Office responds to phone questions regarding property being offered, prepares newspaper advertisements, prepares Deeds for property sold and distributes proceeds from sales in accordance with Court Orders. There were 209 sales processed in the year 2006 totaling $8,866,204.88.
  • Accounts Payable. Reviews invoices for accuracy and approval and submits invoices for payment. Prepares Purchase Orders, specifies funds to be used per Sheriff Risner, reconcile ledge with the monthly county printout.
  • Bookkeeping. Prepares pay-in to the General Fund, reconciles cashbook, checkbook and bank statements.
  • Mailing out of Grand Jury and Petit Jury Venires are also the Civil Office responsibility. The Civil Office also handles correspondence, summaries, reports and minutes. Office files, ordering supplies and mail distribution round out this Division's responsibilities.
