Lot Split Application Process

For Land Owners

To split off a portion of your land, understand that the process can take several weeks. Please read through the following directions and procedures to understand what is involved:

1. Contact a surveyor through whom you would like to work. You may view a list of area surveyors here.

2. Once the surveyor has surveyed your split, he/she will submit an application to the Ashland County Planning Department.  A $125 application fee must be paid (cash or check only) to Ashland County Planning. Ashland County Planning Deparmtnet will not accept applications without the appropriate fees.

3. If the lot split meets the acreage (above 1 acre and under 20 acres) and road frontage (at least 150 feet) requirements, the application packet will be immediately sent via email to the Subdivision Review Committee and a committee meeting will be scheduled. The committee comprised of the following departments: Ashland City/County Health, Ashland Soil and Water Conservation, Ashland County Engineering. Ashland County Floodplain, and the  appropriate township zoning inspector when appicable (Mohican or Hanover Townships are unzoned). The surveyor will be copied on this email so that he or she may make additional comments to the committee via email or be informed of the committee meeting if one is arranged (which the surveyor and landowner are welcome to attend). A week and a half must be allowed for all departments to visit the site of the lot split and evaluate the split according to their criteria. They will then send letters with comments and recommendations to the Planning Department.

4. After receiving all three letters from the Subdivision Review Committee, the Planning Department will send a formal letter along with the letters from the committee to the surveyor indicated whether or not the lot split has been pre-approved or denied. 

5. If the lot split was approved as is, the application will proceed to step 6. If modifications are required, the surveyor and property owner are responsible to making any necessary changes and submitting modified application materials to the planning office for review.

6. If the lot split is approved, the application packet will be given to the Ashland County Tax Map office. The Tax Map office takes approximately a week or so to review applications, but this time frame is not guaranteed. If corrections need to be made to documents in the application packet, the Tax Map office will contact the surveyor concerning this. Once all documents are acceptable and regulations are met, Tax Map will approve the application.

7. At this point, the Planning Department will receive the application packet and contact the surveyor to let him/her know that the split has been approved. Then the approriate contact person may pick up or be mailed all original documents. Copies of documents will then be filed with the Planning Department and the Tax Map office.

 

For Surveyors

 Effective December 1, 2018, the Ashland County Planning Commission eliminated the Preliminary Application and Review Process. New procedures are as follows

1. Submit a completed subdivision application to the Ashland County Planning Department. The following must be included:

Once the application packet is received, the Planning Department will review it with Subdivision Review Committee , which is comprised of Ashland County Engineering, Soil and Water, Health Department, Floodplain, and the appropriate zoning inspector when required .The surveyor will be provided the date and time of the committee meeting. Both the surveyor and landowner are invited to attend. Each committee member provides the Planning Department with comments concerning issues, if any, with the lot split(s). If no changes are required, the application will proceed to step 3. If changes are required, modified materials must be submitted to Ashland County Planning before the application may continue.

Once the final application packet is received, the Planning Department and Tax Map office will review the lot split(s) for approval. The Planning Department will contact the appropriate contact person indicated on the final application form once the final application has been approved and processed.Document pick up may be done in person at the Planning Department office or via mail. The Planning Department will deliver copies of the final plat(s) and description(s) to the Tax Map office.
